Course section permalink action doesn't work when viewing single section

      1. Log in as admin
      2. Create a course
      3. Turn editing on
      4. Open section action menu
      5. Press Permalink
      6. Confirm you get a popup containing section URL
      7. Close popup
      8. Open section action menu
      9. Press View (to view just the single section)
      10. Open section action menu when viewing single section
      11. Press Permalink
      12. Confirm you get a popup containing section URL

      When viewing a course page, there is a handy "Permalink" action to grab a canonical section URL (MDL-76418):

      However this action doesn't do anything on the single course section page, /course/section.php?id=X

      Similar thing to MDL-81050, insofar as the DOM layout for sections within a normal course page vs. on a single section page appears to be quite inconsistent
