Migrate main menu block to the new course editor.

      Since 4.0, most course formats have used a new course editor based on components. However, the so-called "Main menu" block still uses the old libraries based on YUI.

      The block name is misleading because that "main menu" is just a block displaying a course section, and should use current the course editor libraries.
