UX: Category Management Menu

      As admin navigate to Site administration > Courses > Manage courses and categories.

      In the category action menu:

      1. Delete is far to prominent, yes it has a confirmation but its proximity to other items that are more likely to be common actions lends itself to a user potentially confirmin what they thought was a sort action.
      2. (Aside to (1) some sort of separator between the "sorting" actions and the more "destructive" ones would be nice. Also are these sub-category sorting really necessary on the edit menu / necessary at that location?
      3. Permissions changing is oddly prominent, and leads to a page with secondary navigation for Assign Roles, Permissions and Check Permissions. Of these 3 options, the least used ones from my administrator/support perspective are the permissions related one, and the Assign Roles option is the most frequently used.
      4. Cohorts manages the cohorts in the category, this seems to dangle at odds with the other access/permissions options in "Permissions". I can see it's value if you're using cohorts a lot, but it feels like it should also be tied in to the secondary navigation menu found via Permissions.
