Allow filtering by groups in report_progress also in courses without group mode set

      1. Create a course with group mode not enabled
      2. Add an activity with completion tracking enabled
      3. Enrol two users
      4. Create a group
      5. Add the first user to the group
      6. Go to "Reports -> Activity completion"
      7. Confirm you see a dropdown item for choosing a group above the participants list
      8. Choose the created group in the dropdown
      9. Confirm you only see the student that is member in this group now

      Since MDL-48594, report_progress is capable to filter by groups. This is only possible, if group mode is set for the course. This patch allows to use the feature even if group mode is not set.
