Confirm you see a dropdown item for choosing a group above the participants list

Choose the created group in the dropdown

Since ~~MDL-48594~~, report_progress is capable to filter by groups. This is only possible, if group mode is set for the course. This patch allows to use the feature even if group mode is not set.

Main use case:

A course without group mode
Groups created alongside classes (5A, 5B....)
All students are in groups
We use groups to prevent/allow access to sections or activities
We would like to show only people in some selected groups in the report_progress (filtering)
