MDL-80947 and MDL-81932 found an edge case where changing the group mode hides the communication icon from the course if no group is created.

This seems like a slight misconfiguration, but it also makes sense for a plugin like custom url to allow the icon regardless.

We need to do a deeper look and find a solution from the API, and also, have some API level identifier from the plugin itself to allow this kinda situation.
