The tool_generator creates a testing scenario that can execute all steps from behat_data_generators (with some limitations) and a few more steps like admin settings. However, it cannot enable or disable plugins, which can be useful in some testing scenarios.

This issue will incorporate the standard "Given I enable X Y plugin" step to the allowed tool_generator steps.

Allowing to enable plugins is helpful in cases like mod_subsection.
