Add a "Welcome to Moodle X!" success banner in the notifications page

      In MDL-82306, the UX team worked on a proposal for adding a notification to warn admins that Chat and Survey will be removed in Moodle 5.0
      This notification will be added in MDL-82297 but, while working on it, they also suggested that it would be good to add a success banner that disappears after the first visit. This is both to give admins a welcome to their new Moodle upgrade, and to help them realise that they're on Moodle X.

      Things to consider:

      • This message should be displayed the first time an admin accesses to the Notifications page so:
        • If the site has more than one admins, it should be displayed to each admin.
        • If the upgrade is done by CLI, it will be displayed the first time the admin accesses to the Notifications page.
      • This message will be displayed, at least, after each major upgrade.
