In MDL-82259 a new action menu for subsection module has been added. This new action menu is a mix of section and module options. It adds 'Delete' option to the menu whenever the subsection is a content (for course page and parent section page, but not for subsection page).

This issue should add the 'Delete' option to subsection page action menu (and its behat test). 'Delete' action should, apart from deleting the module and delegated subsection together with all the subsection content, redirect to the course page by default.

'Delete activity' dialogue should also be reviewed and used in all cases where a subsection is deleted.

As all delegated subsection will have a name (the name of the delegator subsection activity) will always considered a "non-empty" section, so will always need confirmation.
