While working on MDL-82211 (for upgrading the FA icons), I shared with the UX team several forms where, instead of displaying an actions menu, we're displaying all the icons. For instance:
- User tours (admin/tool/usertours/configure.php)
- Course management (course/management.php)
- Define roles (admin/roles/manage.php)
Additionally, the actions displayed in the menus are inconsistent; sometimes "Actions" is shown (for instance, in Data requests), while other times an icon is used (in Report builder).
sabina.abellan@moodle.com suggested investigating these forms to identify a consistent way to display them, so this issue is about that.
