Allow to filter by custom fields within the Cohort report page

      For manual instructions:

      1. Log in as admin
      2. Go to Site administration > Users > Cohort custom fields
      3. Create a new Checkbox type custom field
      4. Go to Site administration > Users > Cohorts
      5. Create 2 Cohorts:
        1. Cohort1 will have the checkbox custom field 'checked'
        2. Cohort2 will have the checkbox custom field 'not checked'
      6. Go to Site administration > Users > Cohorts
      7. Open report filters, set Checkbox to 'Yes' and press "Apply"
      8. Confirm only Cohort1 is shown on the report

      We've converted the Cohorts page to use Report builder (MDL-73141), and the Cohorts report source to support custom fields (MDL-77532)

      Combine them here, and allow for the filtering of cohorts by custom fields to further enhance this report and empower users in their data driven decision making objectives
