To reproduce:

1. Log in as a user. (You'd probably be on the Dashboard).
2. Run axe DevTools
3. Expected: axe DevTools should not return an error about the page missing a heading level 1.
4. Actual: The page is missing a heading level 1.

The same issue is present if the "Start page for users" admin setting is set to "Home" or "My courses"
