Since 4.4 all sections have a section page. To make tests easier a new "course > section" URL page resolver has been added.

However, in 4.5 a new "course > section settings" was added but it is only used in a few tests (MDL-82260).

The goal of this issue is:

• Backport the url resolver to Moodle 4.4 because it was the first version that has the section page.
• Replace previous clumsy navigations to section settings with the new direct resolver.
