I'm not sure if this is a bug, or an improvement request, but currently, When you have a course with existing sections, and you decide to restrict a section to a specific group, those who can access courses without being enrolled cannot view the entirety of a user's complete report (/report/outline/user.php)

Replication Steps:
1. Create a course, or use an existing one
2. Using two sections, create an activity each
3. Create a group
4. Enrol a user and assign them the the group you created
5. Go to that user's complete outline, and note that all sections and activities are visible

6. Add a group restriction to one section allowing only that student's group to access the content
7. Go back to the user's complete outline

Observed: Those with relevant permissions are not able to see the now restricted content until they're enrolled, and are in the same group as the student

Expected: The report should have all content visible regardless of group.

Could this also perhaps be related to MDL-81327 ?
