In MDL-82495, we have tried to improve the user Outline and Complete reports. However, these reports echo information directly instead of using outputs, renderers, and mustaches. Additionally, they call the mod_user_outline and mod_user_complete functions of each module. These functions also print the information directly. Therefore, it is necessary to modify and/or deprecate these functions so that the modules return the information to be displayed instead of printing it directly.

After discussing it internally, we have decided that it is not an appropriate change to make at this stage of version 4.5. Therefore, we are creating this issue to implement the change in version 5.0, giving third party plugins more time to adapt.
