LTI External tools shows global usage count for teacher

      If an admin has added a global LTI tool via /mod/lti/toolconfigure.php, a teacher can add it from the /mod/lti/coursetools.php?id=x view ("LTI External tools").

      However, the "Usage count" column in the teacher view shows a global count of LTI instances active site-wide, instead of a count of active instances in the course area, which perhaps would make more sense.
