The open block drawer icon is in the wrong direction after MDL-82497

      1. Install RTL language. Example: Hebrew
      2. Login as admin.
      3. Set the language to English.
      4. Navigate to a course.
      5. Turn on the edit mode.
      6. Verify that the Open block drawer icon direction is from Right to Left.
      7. Set the language to Hebrew.
      8. Verify that the Open block drawer icon direction is from Left to Right.
