In MDL-82066, the home page setting was extended to allow adding more options via a hook. The get_site_info WebService currently returns the result of get_home_page(), which lets us know that the user has defined a "custom URL", but the WebService doesn't return the actual URL. The WebService should also return the result of get_default_home_page_url().
