While reviewing ~~MDL-76889~~ I realised there are a few generators in tool_lp that can be deprecated in favour of the standard generators added in ~~MDL-74655~~. For instance:

the following lp "frameworks" exist --> the following "core_competency > frameworks" exist
the following lp "competencies" exist --> the following "core_competency > competencies" exist
the following lp "plans" exist --> the following "core_competency > plans" exist
