In MDL-82211 and MDL-82497 the icons have been updated to make them more consistent abroad Moodle and take advantage of the benefits of FontAwesome 6.

One of the icons that have been changed is the cog + caret, that has been replaced by an ellipsis:

However, some places still use the cog + caret (which is inconsistent), like Custom reports:

The cog + caret icons should be replaced in the Custom reports actions menu, for consistency with the changes done in Moodle 4.5.
