In question bank category management, the color of the drag and drop zones is hardcoded to black

      In question bank category management, the color of the drag and drop zones is hardcoded to black.
      Let's take primary color such as the links.

      TO REPRODUCE:
      In https://qa.moodledemo.net/question/bank/managecategories/category.php?courseid=2 try to drag a question category into another category so that it would create a new child category.

      WHAT YOU EXPECT: The drag and drop zone is in the link color, the lines when hovering over the different categories is in the link color.
      WHAT ACTUALLY HAPPENS: The drop zones and lines are plain black.
