Backport H5P framework changes to M4.1

      We've been using mod_hvp for creating H5Ps. We've kept this version up-to-date, and it's currently using v1.26 of the H5P framework.

      We want to switch to using the Content bank H5P along with mod_h5pactivities, now in core M4.1. So we're using tool_migratehvp2h5p to do this.

      However, we're getting errors because we now have activities in mod_hvp that use a newer framework than core_h5p (which is still using v1.24 in M4.1). I tried installing v1.26 from https://moodle.org/plugins/view.php?id=3287, but this causes exceptions because the core_h5p and v1.24 in M4.1 haven't been updated to account for changes in the v1.26 H5P framework.

      I believe we can get it working if we backport MDL-76691 (with some changes) to M4.1. I have done this - see attached. I think it would be worthwhile to make sure people can at least keep the possibility of migrating to Content bank H5P while still on M4.1. And then to consider keeping changes up to date until the EOL.
