When attempting to edit the title of a User tour inline (i.e admin/tool/usertours/configure.php?id=41&action=viewtour) when attempting to save the changes to the title you get the error:

generalexceptionmessage: Exception - Call to undefined function tool_usertours\file_get_submitted_draft_itemid()

Steps to replicate (make sure you already have a user tour on your install)

1. Log in to moodle
2. Go to Site Administration > Appearance > User Tours
3. Click on the name of an exisiting user tour
4. Edit the title of the user tour by clicking the edit icon (inline from the Title column)
5. Make your changes to the title and hit Return/Enter to save the changes
6. Get generalexceptionmessage: Exception - Call to undefined function tool_usertours\file_get_submitted_draft_itemid()
