To replicate:

1. Install the Arabic language pack
2. View a course gradebook in "Single view (User)" mode
3. Click on the "..." button in the first column (to the left of the user's name)

Expected result: You see a popup menu displaying "إظهار كل التقديرات", below the button.

Actual result: Depending on your window geometry, you either see no popup menu, or you see it positioned near the right edge of the window.

A client reported to me an issue where some of the dropdown menus in the gradebook are not visible when you're using an RTL language (specifically Arabic in their case). Specifically, when you're in "Single view" mode (user or grade item), and you click the "..." dropdown menu button in the first column.
