'Media drag and drop' setting is not respected

      The bug only affects teachers editing a course while the admin changes the setting at a site level. The problem disappears if the teacher logs out and logs in again or if the admin purges cache to invalidate all users' caches.

      The bug only affects teachers editing a course while the admin changes the setting at a site level. The problem disappears if the teacher logs out and logs in again or if the admin purges cache to invalidate all users' caches.

      1. Login as admin.
      2. Create a course.
      3. Go to the course and enable editing on.
      4. Drag and drop and image onto one of the course section.
        • Verify that you are asked whether you want to add the image to the course page or create a file resource.
      5. Choose "Add media to course page" and press Upload.
        • Verify that the image appears embedded in a label.
      6. Go to Site administration > Plugins > Activity modules > Text and media area
      7. Disable 'Media drag and drop' (label|dndmedia) and save changes.
      8. Navigate back to the course. (make sure editing is still on)
      9. Drag and drop and image onto one of the course section.
        • Verify that this time the image is uploaded immediately as a resource with no offer to add to the course page.

      After disabling the 'Media drag and drop' setting the 'Add media to course page' option appeared when trying to drag an image onto the course page:
