Gradebook: Aggregating scales - Admin setting

      Hello all, 

      Aggregating scale in Natural aggregation is a very cool feature and it's now available under the site administration settings. 

      I am wondering though would it be possible to give this "power" to the Teachers / Trainers in a course level? Right now the user story is:

      "As an Administrator I want to be able to include / exclude the custom scales from Gradebook aggregation." 

      But it scares me a bit, applying this on a large site, with multiple courses, trainers and different user needs. In organisations who already use scales (not included in the aggregation) but want to enable this setting for future courses, there will be a site - wide effect, for which end users (teachers and students) won't be easily alerted. 

      While it would be interesting to leave the Admin's setting on, and allow teachers decide:

      "As a Teacher / Trainer I want to be able to include / exclude the custom scales from my course Gradebook aggregation." 

      What do you think?
