Webservice API documentation broken by huge icons since after MDL-82497

      1. Log in as admin
      2. Navigate to Server > Web services > API documentation in site administration
      3. Confirm the page content is visible
      4. Confirm you can use the toggle to expand/collapse each API method

      Navigate to webservice API documentation, there is seemingly no content (just a big white screen). Examine DOM: it's because of enormous icons added since MDL-82497

      We need to give them appropriate CSS style to make the page useable again
