Toggle to create Calendar items in 12hr or 24 hour format

      When creating (not viewing) Calendar items/events using the Moodle Calendar, I am only able to create items in 24 hour (military time) format. Somewhere in Admin settings OR in user preferences, there needs to be a toggle to allow the users to choose 12 hour or 24 hour format.
