Inadequate padding in the bulk actions content area

      1. Log in as an admin.
      2. Create a course.
      3. Create a few gradable activities (e.g. assignments) in the course.
      4. Go to Grades > Gradebook setup in the course.
      5. Create at least one grade category.
      6. Use the checkboxes to select one or more grade items. This action will activate the bulk actions mode in the sticky footer of the page.
      7. Verify that there is adequate padding for the bulk actions content within the sticky footer.

      The bulk actions module currently lacks proper padding, resulting in a suboptimal visual presentation.

      In version 4.3, adequate padding was inherited from the sticky footer component. However, changes introduced in version 4.4 have led to a regression, necessitating that the bulk actions content area explicitly defines its own padding.

      This issue can be observed in the bulk actions implementation on the gradebook setup page, but also casecades and affects future implementation such as the one on the assignment submissions page in 4.5 (https://tracker.moodle.org/browse/MDL-80750)
