Cannot navigate to question text when using VoiceOver in a quiz

      Description of problem: As a Voice Over screen reader user, I should be able to navigate Moodle to get the question text in a quiz read aloud to me.

      Actual result: When using VoiceOver on supported Moodle versions 4.2-4.4, I cannot navigate using tab or arrows and have the question text read aloud to me. It skips the question text.

      Testing done:

      1. Replicated on multiple sites, including a quiz on Mount Orange School.
      2. 3 separate Mac users verified this problem.
      3. Reviewed any available guidance on how to use VoiceOver.
      4. Confirmed the question text is read aloud using Windows Narrator and NVDA.

      Video of behavior from a specific site (not Mount Orange school) is included in attachments.

      Request: If there is a way to navigate to the question that we are not doing, can we please be informed? We would appreciate someone else verifying if they can navigate to the quiz questions using VoiceOver and indicating if there is an actual problem. Per the Accessibility Developer Docs, VoiceOver and Safari is listed as a combination of options.
