PHPUnit failures on Windows introduced during the Moodle 4.5 development cycle

      1. Open a terminal and go to your Moodle's root folder.
      2. Set up PHPUnit. 

        php admin/tool/phpunit/cli/init.php

      3. Run the router test. 

        ./vendor/bin/phpunit lib/tests/router_test.php

      4. Confirm that it passes on both Linux and Windows
