Moodle 5.0 is the first in our new stream of releases and would be an ideal time to introduce a breaking change to the tcpdf library.

The existing tcpdf library has been marked as legacy and moved to support only for some time. It is replaced by tc-lib-pdf, written by the same authors but using a more modern design.

The majority of features in tcpdf have been ported to tc-lib-pdf and I feel it would be a good time to look at a rewrite.

We need to look at how we can best achieve this.
