1. Under Site admin > Development > Debugging, set Debug messages to ALL, NORMAL, or less (not DEVELOPER).
2. Create a new course
3. Create a new Assignment in the course
4. In the Assignment, click on the Submissions tab.
5. Collapse side bars.
6. Reduce the height of the browser window, to ensure the main area can scroll up and down, but retain full-screen width.
7. Click on Filter by name.
8. Scroll the screen down as far as it goes.
9. Verify the "Close" and "Apply" buttons are visible on the Filter pop up. (Fails before the patch.)
