The Choice activity is completable by teachers (editing and non-editing). This seems contrary to how things normally work in Moodle, a teacher cannot complete a quiz nor submit work for an assignment.

Steps to reproduce issue

1. As a teacher click + Add an activity or resource and select Choice.
2. Give it a name and three options, then click Save and display.

Expected results

The results are not currently viewable.
