utf8 database migration misses cached modinfo data

      Description

      After upgrade a german language Moodle 1.5.3 to Moodle 1.7.1+, I let the database migration script run, and it completed successfully.
      I was then unpleasantly surprised when viewing the courses, because the text in the themes (aka weeks, sections) was not correct: umlauted characters (e.g. öäü) were all showing up as ? characters.

      The solution:
      update mdl_course set modinfo = '';

      Apparently the cached section info was not converted to utf8, but was left in the database.
