Create a new empty course

Go to the course as a teacher > More > Question bank

Create a default question bank

Go to that the newly created question bank, which is empty and has no questions at all.

Select "Export" from the dropdown

Select any format > Export questions to file

Verify you see "No questions were found that could be exported. Make sure that you have selected a category to export that contains questions."

As a result of QA ticket: https://tracker.moodle.org/browse/MDLQA-19400

It was found that exporting an empty question bank gives an error message that is not user-friendly, while it should be explaining that there are no questions

Steps to reproduce:

On MOODLE_406_STABLE branch from repo https://github.com/moodlehq/qbank.git
Create a new empty course
Go to the course as a teacher > More > Question bank
Create a default question bank
Go to that the newly created question bank
Select "Export" from the dropdown
Select any format > Export questions to file
It giving the error message saying "coding error detected, must be fixed by a programmer":

  - Ascending
  - Descending
  - Thumbnails
  - List
  - Download All
