In any filemanager, if you miss the drop area and drop a file somewhere else on the page, the filemanager gets stuck with a red border and the message 'drop files here to upload'. This is particularly annoying if you've already uploaded any files because those are hidden.
The browser also automatically downloads the file (or opens it in browser if it's an image file). This is standard browser behaviour for opening a file from the hard disc if you drag it over the browser window. However, for pages where users are dragging in files for other reasons, we think this is unhelpful, so it would be good to stop it doing that too. (removed following discussion in the comments)
