Add course "do not force" fields as report condition/filter option

      📝 Summary

      It would be useful to select a "do not force" option when utilizing course "force" settings as report conditions/filters. One example is the "force language" setting; currently, you can only select languages in the report builder, instead of also "do not force" (see attached screenshot from a client, who suggested this enhancement).

      As a report manager adding "force" course settings (such as "force language") as conditions or filters in a report, I want the ability to select "do not force" as an option, so I can easily track/filter courses with this configuration.
