\core_question\local\bank\filter_condition_manager::get_default_filter() uses the \qbank_managecategories\category_condition plugin class which violates component communication rules.

We probably need to create a hook that qbank plugins can implement to help generate the default filters for a question bank.

Edit: This also affects \core_question\local\bank\view in the stable branches.
