The following classes were deprecated as a part of SMS MVP in MDL-80962:

admin_settinga_aws_region

aws_helper

client_factory

Some community plugins benefit from these and we will now roll back the deprecation and re-evaluate the value of these and possibly create a central helper for AWS-related methods.

At this point, we can just roll back the deprecation and then possibly create a tracker to investigate the feasibility of restructuring them.

The tracker for final deprecating these classes has been/will be closed: MDL-82459

What this tracker should address is:

• Roll back the deprecated methods
• Investigate smsgateway_aws plugin and deprecated the methods there where needed and use these helpers from core: can be a different tracker
• Investigate the feasibility of the helpers for AWS in core and move them to a central class for good

We can also consider doing a backport request for this to 4.5.
