MDL-80116 deprecates some course format PHP methods, and changes function signatures in the process.  The change of function signatures would cause any Moodle site with course format plugins that was upgraded to Moodle 5.0 to become entirely unusable.  It's not just courses in plugin course formats that won't work, the entire site crashes.  So even the option to install or remove plugins is no longer available.
