Move search and sort controls to top of page

      1. Create a database activity module
      2. On the fields tab, add some fields of some different types
      3. Go to the template tab, and hit save
      4. On the entries tab, add a few entries
      5. Use the view list tab, adding a few criteria, and ensure that the form at the top is displayed properly and is useable

      'View list' in the database module currently displays the searching and sorting options at the bottom of the page, below the list of database records. It would make more sense to display them above the list, so that they are clearly visible for the user to sort the list as they wish. I have attached a patch which implements this change.
