frameset used to show resources but not allowed at all

Create a course and add a resource "link to a fiel or we site".
Link a video (or whatever you like) and, from the "window" section of the page choose
Window = "Same window"
Put resource in a frame to keep site navigation visible = checked.

Go to visit your resource.
What you get is a xhtml 1.0 DTD frameset that is not allowed at all as stated fron the "Requirement 2" of the Stanca Law (Statement: Frames are not allowed in the development of new Web sites)
