RSS feed for blogs working for world-viewable only

      Description

      RSS feeds from Blogs do not work for entries set for site users only.

      if blogs are set to allow world-viewable status (Administration > Security > Site Policies), then all world-viewable entries - & only those marked to be world-viewable - show up in the RSS feed.

      The RSS feed button still shows up on the Blogs page, even when blogs are set for site-user-only access - but it gives only a blank page in this case.

      It would be great if site users could subscribe to the blogs via RSS, to obtain the entries marked for "anyone on this site" - much the way that folks enroled in a course can subscribe to their course forums via RSS.
