wrong language in "grading method" on test start page

    Description

      With the following setting, language isn't displayed correctly:
      Environment in English, User language in German, course in English.
      If I try to start a test as a teacher or a student (not as administrator!) the field for "grading method" on the start page is displayed in German (not in English as expected).
