To reproduce the bug:

1. login as admin
2. enter a course
3. click the Participants link on the People Block
4. select one or more users
5. using the drop down "With selected users...", select "Add/send message"
6. in the Message page, click on "Keep searching" link
7. Moodle shows the error "A required parameter (formaction) was missing"
