customize "Site Administration" block folder icon

      As far as the moodle admin is free to customize the theme of his Moodle installation he/she should be able to customize the icon of the open and close folder of the "Site Administration" block.
      In spite of this, these icons are stored inside moodle/blocks/admin_tree/ folder.
      Why don't are they moved to somewhere inside CFG->pixpath?
