Admin user is not by default admin group

    Description

      I did a standard create Moodle on a localhost. Added admin user as part of the usual startup a new install. Went to visit the database via admin block. Moodle told me I did not have permission. Think it kicked me out. Had to log in again.

      My work around: went to Users and added the user "admin" to the Admin group. Then I was able to get into database.

      I thought that was strange and did not follow what other Moodle versions do (ie assign admin to the admin group).
