A teacher can allocate workshop submissions randomly or manually

This test requires a workshop in which peer assessment is allowed and which has at least 10 submissions.

1. Login as a teacher, access the workshop and follow the allocate submissions link.
2. In the random allocation tab, set the number of reviews to 3 per submission and save changes.
3. In the manual allocation tab, check that the submissions have been allocated appropriately.
4. Try adding and removing a reviewer and a reviewee.
