CLONE - In an assignment with a limit of two files, Drag and Drop allows two files to be added on the boundary

Test Pre-requisites:

• A 2.3 assignment with file submissions enabled. The assignment setting "Maximum number of uploaded files" is set to 2.

Test Steps:
1. Log in a student and navigate to the assignment.
2. Drag 2 files onto the file submission File Manager form element. Verify that the File Manager form element allows you to add and submit the two files.
