CLONE - An administrator can suspend a user's course enrolment via csv

This test requires three courses to be created pn the test site: course1, course2 and course 3.

1. Navigate to Site adminstration>Users>Accounts>Upload users and upload the attached file QA_user_enrol.
2. Navigate to each course>Course administration>Users>Enrolled users and verify the users are enrolled.
3. Repeat step 1 with the file QA_user_suspend, changing the Upload type to 'Update existing users only'.
4. Navigate to each course>Course administration>Users>Enrolled users and verify that learner1 has active enrolment in course 1 and course 2 and suspended in course 3
and learner2 has active enrolment in course 1 and course 3 and suspended in course 2.
